HIGH LEVEL ENGAGEMENT FOR MPs ON BOTSWANA ECONOMIC TRANSFORMATION PROGRAMME

PEMANDU Associates, in collaboration with the Ministry of Finance and the National Planning Commission, held a high level engagement with Members of Parliament (MPs) to brief them on the development of the Botswana Economic Transformation Programme (BETP), an execution-focused national reform agenda designed to be delivered within 12 weeks. When delivering his keynote address, the Vice President and Minister of Finance, Mr Ndaba Nkosinathi Gaolathe had this to say to the Honourable Members: “We are here today to engage, consult and seek your feedback to strengthen this reform, because we firmly believe that Botswana’s transformation cannot happen without the full involvement and support of Parliament. The laws we pass, the budgets we approve, and the oversight we exercise will shape the success of this programme. We need enabling legislation, fast policy alignment and your voice in ensuring that implementation does not falter. I call on you Honourable Members to be champions of the BETP, to speak it, support it, and defend its delivery.” BETP was officially launched by the President of the Republic of Botswana, Advocate Duma Gideon Boko on the 15th July 2025 alongside a Call For Ideas (CFI) website (https://cfi.gov.bw). The programme is time-bound, action-driven and relentlessly focused on implementation. It is underpinned by PEMANDU’s Big Fast Results (BFR), a proven methodology known to accelerate national transformation by bringing real-time decision-making into development planning. The four (4) phases of BETP entail Diagnostics, Strategic Alignment, Labs (both economic & social) and Execution Planning. Outputs from the BETP will inform the National Development Plan (NDP), which will be grounded in what works and what has been tested in the Labs. The Lab Launch is scheduled for Monday 11th August 2025, and will be followed by four weeks of intense Labs intended to translate submitted ideas into execution-ready projects.
