High Level Consultative Council (HLCC)

Botswana aspires to reach high income status and achieve prosperity for all by the year 2036, as espoused in Vision 2036. Achieving these ambitious goals requires a high level of commitment and effort by the whole nation, good governance and accountability. This necessitates a coordinated approach for stakeholder participation, particularly the private sector as a driver of sustainable economic growth is pertinent.

The National Development Plan 11 (NDP 11), together with the Transitional National Development Plan (TNDP) advocates for diversification of the economy to not only encompass (produce) goods and services, but to transform to a knowledge-based economy. Based on the foregoing, the TNDP has prioritized private sector led-growth to facilitate economic transformation. These development efforts were made possible through consultations with various stakeholders including the private sector, facilitated by different structures.

One such structure is the High Level Consultative Council (HLCC), which was established in 1994 to promote public-private dialogue, recognizing the role of the private sector in the development of the economy. The broad objectives of the HLCC are as follows:

  1. promote a dynamic and productive partnership between the Public and Private Sectors;
  2. share information on current national and international trends with a view to assessing their impact on the development of the country and recommending appropriate actions to key stakeholders;
  3. monitor the implementation and effectiveness of current national economic policies and development strategies; and,
  4. exchange views and information on a wide range of economic issues of interest to all the stakeholders with a view to building consensus on strategies for developing a prosperous nation.

The HLCC structure is at three (3) levels of decision-making, from national, sectoral and the local level.
